Argentina condemns British "militarization" in Falklands (Reuters)

BUENOS AIRES (Reuters) ? Argentina's president on Tuesday accused Britain of "militarizing the South Atlantic" and vowed to complain to the United Nations as tension rises ahead of the 30th anniversary of the Falklands war.

Britain and Argentina went to war over the disputed British-ruled Falkland Islands in 1982, and London rejects Argentine demands for sovereignty negotiations unless the roughly 3,000 islanders want talks to be held.

"They're militarizing the South Atlantic once again," President Cristina Fernandez said in a speech at the presidential palace, criticizing the deployment of British destroyer HMS Dauntless in the area in the coming months.

"If there's one thing we're going to preserve, besides our natural resources, is a region where peace prevails," she said, adding that the Foreign Ministry would present a formal complaint to the U.N. Security Council and General Assembly.

She also criticized Prince William's posting as a military search-and-rescue pilot in the islands, called Las Malvinas in Spanish: "We would have liked to see him dressed as a civilian, not with a military uniform," she said.

A war of words between the two governments has escalated in recent months.

Fernandez, a fiery former senator who started her political career in the Patagonian region closest to the islands, has described Britain as a "crass colonial power in decline." British Prime Minister David Cameron hit back by accusing Argentina of colonialism.

Oil exploration by British companies off the islands has raised the stakes over the sovereignty dispute.

Three decades on, memories of the war remain painful in Argentina, where most people see the decision by Argentina to land in the islands on April 2, 1982 as a mistake by the discredited military dictatorship ruling at the time.

Fernandez also signed a decree on Tuesday to declassify a military report that was commissioned in the aftermath of the 10-week conflict in which about 650 Argentine and 255 British troops were killed.

Wall St edges lower after string of gains (Reuters)

NEW YORK (Reuters) ? Stocks closed slightly lower on Monday as lingering questions about Europe's debt crisis and corporate earnings overshadowed growing optimism about economic growth after a five-week rally.

The S&P has risen about 7 percent so far this year, helped by a slew of better-than-expected U.S. economic data, which was capped by Friday's solid jobs report.

The magnitude and swiftness of the gains, however, has kept some investors on the sidelines. The S&P is at levels not seen since July, and the ongoing worries about Europe and corporate results have some wondering if the market has more room to rally.

Through Monday morning, of the 290 companies in the S&P 500 that had reported results so far for the quarter, 60 percent posted profits that topped expectations, tracking below recent quarters at this point of the earnings season.

"Companies aren't surprising on the upside like they have in previous quarters, which could mean slow going for stocks for a while," said Tommy Huie, president and chief investment officer at BMO Asset Management in Milwaukee. "That said, I can see us near 1,400 on the S&P by summer if we get decent news out of Europe."

Another deadline lapsed in Athens as political leaders failed to respond to bailout terms from the European Union and International Monetary Fund. Greece needs the funds by March in order to meet big debt repayments and avoid a messy default.

The Dow Jones industrial average was down 17.10 points, or 0.13 percent, at 12,845.13. The Standard & Poor's 500 Index was down 0.57 points, or 0.04 percent, at 1,344.33. The Nasdaq Composite Index was down 3.67 points, or 0.13 percent, at 2,901.99.

"It's not surprising for the market to catch its breath after the very strong start to the year that we've seen, especially as there are still a lot of concerns about what will happen in Europe," said Bernie Schoenfeld, senior investment strategist at BNY Mellon Wealth Management in New York.

"We're treading water in a fairly calm market at this point, but some retracement wouldn't be surprising."

Hasbro Inc rose 2.2 percent to $36.66 after the toymaker reported a fourth-quarter profit just above analysts' lowered expectations.

Humana Inc posted a big rise in fourth-quarter profit, but revenues came in below the Wall Street view, sending shares down 5.4 percent to $85.21. The Morgan Stanley healthcare payor index lost 1.4 percent.

Technical analysts at Instinet in New York said a host of metrics, such as an upturn in the S&P 500's moving averages and a strong move up in January, boded well for equity prices in the medium term.

"The persistency of both price appreciation and breadth since the beginning of the year suggests the next pullback will be a precursor to another attack on the 2011 highs in the S&P 500 near 1,370," the firm wrote in a note.

Fidelity National Financial Inc agreed to buy casual dining chain O'Charley's Inc for $9.85 a share, valuing the company at $221 million. The title insurer already owned a 9.5 percent stake. Shares of O'Charley's surged 41.8 percent to $9.81.

Semiconductor stocks lost ground, dragged down by Micron Technology Inc, whose chief executive died on Friday in the crash of a small plane he was piloting. Micron shares fell 2.8 percent to $7.73 while the PHLX semiconductor index dropped 1.4 percent.

About 57 percent of stocks traded on the New York Stock Exchange closed in negative territory, while on the Nasdaq, three stocks fell for every two that rose.

Volume was light, with about 5.82 billion shares traded on the New York Stock Exchange, the American Stock Exchange and Nasdaq, below last year's daily average of 7.84 billion.

Surprises about Planned Parenthood cancer testing (AP)

To many people, breast cancer screening means a mammogram. But for millions of poor, mostly young women who visit Planned Parenthood, it is usually just a physical exam by the only health professional they may ever see.

Those clinical breast exams are controversial ? government advisers don't endorse them. Yet for some, this simple exam has helped spot breast cancer. And Susan G. Komen for the Cure isn't the only group paying Planned Parenthood to do them ? the government does, too. Komen actually funds relatively few.

Surprises like these are emerging about both groups in the dustup over Komen's decision to bar Planned Parenthood from future grants because of a probe spurred by anti-abortion groups. The decision was reversed on Friday after a huge backlash, with critics saying Komen was hurting the very women it aims to serve.

They are women such as Tina Love, an independent filmmaker in Santa Barbara, Calif., whose sister-in-law is famed breast surgeon Dr. Susan Love. Four years ago, when she was 41, Tina Love went to a Planned Parenthood clinic in Santa Barbara.

"I had a lump and I didn't have health insurance," she explained. The agency sent her for a free mammogram, which led to her cancer being diagnosed and treated.

It's not known exactly how many cancers Planned Parenthood has found. But just last June, Komen said screenings it paid for caught 177 cancers over the last five years.

Some things you may not know about Planned Parenthood:

? Most of its services ? 71 percent ? are for birth control and testing and treatment of sexually transmitted diseases. Abortions made up 3 percent of its services in 2010. Cancer screening accounted for about 15 percent.

? Most of Planned Parenthood's clients are too young for breast cancer screening under most guidelines, although they are prime age for cervical cancer screening. About 80 percent are under 35.

? Planned Parenthood doesn't follow the U.S. Preventive Services Task Force guidelines, which do not endorse clinical breast exams and recommend mammograms only every other year starting at age 50. Instead, Planned Parenthood does a physical breast exam on any woman of any age as part of a regular physical, and refers for mammograms any women 40 and older.

? Komen paid for just 170,000 of the more than 4 million clinical breast exams Planned Parenthood performed nationwide over the last five years, and just 6,400 of Planned Parenthood's 70,000 mammography referrals in that time.

? The government has long paid Planned Parenthood for services related to cancer and sexually transmitted diseases. The group gets federal and state money for breast cancer screening service through a program for poor and uninsured women.

Dr. Vanessa Cullins, a vice president with Planned Parenthood Federation of America, defended its use of clinical breast exams. The exam, in which a doctor feels the breast for lumps, is "a good tool" when followed with mammograms and other tests as needed, she said.

In women who may not see other doctors, "we are encouraging breast self-awareness" so that if a lump is found, they'll seek help, she said.

It worked for Michele Azzaro, 45, of Dallas, who first went to Planned Parenthood when she found a lump back in her 20s. It turned out not to be cancerous, and a mammogram provided through Planned Parenthood ruled out cancer again last year.

Azzaro is unemployed and has no insurance, and has relied on Planned Parenthood for cholesterol tests and pretty much all her medical needs for more than two decades.

"Without having their services, I honestly don't know what I would do," she said. "I'm grateful they've been there for me and millions of other women like me."
