ABUJA (Reuters) - Nigeria signed a memorandum of understanding with General Electric on Thursday for $1 billion in investment over the next five years into a factory in the southeast, the trade ministry said.
The government of Africa's top energy producer is keen to try to diversify its economy away from oil and gas and into sectors like manufacturing.
GE has been increasing its exposure to Nigeria, Africa's second biggest economy, which is growing at around 7 percent, but faces major infrastructure bottlenecks.
The company signed an MoU with Nigeria in March to help beef up the West African country's woefully inadequate power grid.
Yemi Kolapo, special assistant to trade minister Olusegun Aganga, said in a statement the initial investment would be $250 million, followed by incremental spending of at least $1 billion in the following years.
"The deal ... is expected to create 2,300 jobs and make Nigeria the regional hub for GE's manufacturing service and innovation in Africa," he quoted CEO Jeff Immelt as saying after signing the deal.
"The days for exporting raw materials and jobs are gone. This is a new Nigeria, and a new Africa."
The factory will be built in a free trade zone in Calabar, in Nigeria's oil-producing southeastern Niger Delta. The statement did not say what it would manufacture, but GE's main interest in Nigeria is in the electricity sector.
Nigeria aims to develop 10 gigawatts of additional electricity-generating capacity over the next decade, but it is estimated to need $100 billion of investment in the next decade.
A lot of MoUs are signed with Nigerian authorities that go nowhere, but the trade ministry was confident.
"This investment will support our industrial revolution plan," Aganga was quoted as saying.
"No nation ... has moved from being a poor nation to a rich one by exporting raw materials without a strong industrial base. Nigeria has the raw materials and market to become not just number one in Africa but among the top 10 globally."
NEW ORLEANS (AP) ? Robert Griffin III of the Washington Redskins has won The Associated Press 2012 NFL Offensive Rookie of the Year award, beating out two other sensational first-year quarterbacks.
Griffin, whose thrill-a-minute combination of running and passing skills led Washington to its first NFC East title in 13 years, pulled away from Andrew Luck of the Colts and Russell Wilson of the Seahawks in a lopsided vote announced Saturday.
RG3 earned 29 votes from a nationwide panel of 50 media members who regularly cover the league. Luck was next with 11 and Wilson got 10.
All three led their teams to the playoffs.
Griffin, who severely injured his right knee in a wild-card round loss to the Seahawks, set the NFL record for best passer rating by a rookie QB.
He accepted his award at the "2nd Annual NFL Honors" awards show on CBS saluting the NFL's best players, performances and plays from the 2012 season.

FRIDAY Feb. 1, 2013 -- Non-melanoma skin cancers are more common among people who are HIV-positive, according to new research.
The study found that basal cell and squamous cell carcinomas, two of the most common forms of cancer in the United States, occur more than twice as often among those with HIV (the virus that causes AIDS).
The greater risk for cancer among people with HIV is likely due to immune system deficiency, the researchers said, and those with the virus should take extra precautions to protect and monitor their skin.
"The clinical implications for these findings include increased vigilance in skin-cancer screening for HIV-positive individuals, especially for squamous cell carcinomas and particularly for those who are not on antiretroviral therapy or who were diagnosed late and have more advanced HIV/AIDS," senior study author Dr. Maryam Asgari, a dermatologist and investigator at Kaiser Permanente's division of research, said in a Kaiser news release.
"HIV-positive individuals should also be advised to reduce behaviors that may further increase non-melanoma skin cancer incidence, such as excessive sun exposure," Asgari added.
The study, using data from 1996 to 2008, involved more than 6,500 HIV-positive patients and nearly 37,000 other patients who tested HIV-negative.
HIV-positive patients were more than twice as likely to develop basal cell carcinomas, the study revealed. They also were nearly three times more likely to be diagnosed with squamous cell carcinomas.
Patients with squamous cell carcinomas often had lower CD4 counts, which is a measure of immunodeficiency. The researches noted that previous treatment with antiviral therapy was not linked to either form of skin cancer.
Lead study author Michael Silverberg, also of Kaiser's division of research, said, "These findings represent unique data on non-melanoma skin cancers in HIV patients. Most cancer registries, on which previous studies relied, do not record these types of cancers."
"Given the increasing longevity for HIV-positive individuals, the burden of many age-related, non-AIDS-defining cancers, including [non-melanoma skin cancers], will only continue to increase," Silverberg said. "Based on our studies, non-melanoma skin cancers are by far the most common cancer this population experiences."
The findings have implications for changes in treatment, Asgari said.
"Given the observed association of immunodeficiency and squamous cell carcinomas, earlier initiation of antiretroviral therapy to maintain higher CD4 counts may also help reduce the burden of this cancer," she said.
More than 3.5 million new cases of non-melanoma skin cancers are diagnosed in the United States each year. Although most of these cases can be easily cured, many become locally invasive and destructive, according to the release.
The study, funded by research grants from Pfizer, Kaiser Permanente Northern California Community Benefit and the U.S. National Institutes of Health, was recently published online in the Journal of the National Cancer Institute.

MAIDUGURI, Nigeria (AP) ? A military official says 18 people have been killed during days of fighting in northeast Nigeria pitting soldiers against suspected rebels with the radical Islamist sect known as Boko Haram.
Lt. Col. Sagir Musa, a military spokesman, said Friday that the fighting erupted in the Sambisa Game Reserve in Borno state, a rural region in Nigeria's restive northeast. Musa said soldiers killed 17 "Boko Haram terrorists" in the conflict, while one soldier was killed.
Musa said the area was a training camp for Boko Haram, which has killed hundreds in its fight against Nigeria's weak central government.
An Associated Press reporter could not immediately reach local officials Friday about the fighting. Nigeria's military and security forces have been accused of killing civilians in its crackdown against the sect.

A new way of measuring the mass of supermassive black holes could revolutionise our understanding of how they form and help to shape galaxies.
The technique, developed by a team including Oxford University scientists, can spot the telltale tracer of carbon monoxide within the cloud of gas (mostly hydrogen) circling a supermassive black hole at the centre of a distant galaxy. By detecting the velocity of the spinning gas they are able to 'weigh' (determine the mass) of the black hole.
Detailed information on supermassive black holes, thought to be at the heart of most galaxies, is scarce: it has taken 15 years to measure the mass of just 60. The problem is that most other supermassive black holes are too far away to examine properly even with the Hubble Space Telescope.
The new method, when combined with new telescopes such as ALMA (Attacama Large Millimetre/submillimetre Array), promises to extend this black hole 'weigh-in' to thousands of distant galaxies. It will also enable the study of black holes in spiral galaxies (similar to our own Milky Way), which are hard to target using currently available techniques.
A report of the research is published in this week's Nature.
The team demonstrated the new technique on the supermassive black hole at the centre of a galaxy, NGC 4526, in the constellation of Virgo. NGC 4526 was chosen as a test because it has been widely studied but the team believe the technique will work on a wide range of different galaxies.
Tim Davis of the European Southern Observatory, lead author of the paper, said: 'We observed carbon monoxide molecules in the galaxy we were monitoring using the Combined Array for Research in Millimetre-wave Astronomy (CARMA) telescope. With its super-sharp images we were able to zoom right into the centre of the galaxy and observe the gas whizzing around the black hole. This gas moves at a speed which is determined by the black-hole's mass, and the distance from it. By measuring the velocity of the gas at each position, we can measure the mass of the black hole.'
Dr Michele Cappellari of Oxford University's Department of Physics, an author of the paper, said: 'Because of the limitations of existing telescopes and techniques we had run out of galaxies with supermassive black holes to observe. Now with this new technique and telescopes like ALMA we will be able to examine the relationship between thousands of more distant galaxies and their black holes giving us an insight into how galaxies and black holes co-evolve. Importantly our 'weigh-in' technique will work for all kinds of galaxies, including spiral galaxies which are particularly difficult to observe with previous techniques.'
Dr Martin Bureau of Oxford University's Department of Physics, an author of the paper, said: 'The ALMA telescope is now in the final stages of construction and our team is currently bidding for time to use it for our black hole survey. If all goes according to plan we could begin our survey by the end of this year.'

Valhalla, N.Y., January 30, 2013 - FUJIFILM North America Corporation today announced the premium, compact long-zoom FinePix F900EXR digital camera that features a new Intelligent Hybrid AF system that focuses as fast as 0.05 seconds*1 by using a new Phase Detection AF system in its advanced EXR-CMOS II sensor. The F900EXR automatically switches between Phase Detection AF and Contrast Detection AF depending on the subject and scene, guaranteeing superb ease-of-use and fast, accurate autofocus no matter what the setting or shooting conditions.
The FinePix F900EXR also has an improved Wireless Image Transfer function that allows users to quickly and easily upload high resolution images and movies to their Apple or Android smartphone or tablet. The F900EXR continues the tradition of superior image quality that the F-Series is known for with its speed, bright lens, intuitive use and advanced features.

The FinePix F900EXR features a 1/2" 16MP EXR-CMOS II sensor that delivers superior image quality and performance - especially in low light situations. The F900EXR also uses the bright and fast FUJINON 20x wide-angle long-zoom lens (25-500mm) that produces exceptional images, along with an Intelligent Digital Zoom feature that effectively doubles zoom capability and an ultra-clear 3.0" high contrast 920K-dot resolution LCD.
The FinePix F900EXR includes a new EXR Processor II that more than doubles the performance of the first-generation EXR Processor. With a super-fast startup time of 1.1seconds*2, an interval between shots of 0.5 seconds *2, and burst-mode rates of 11 frames/second *2 (max. 5 frames), the F950EXR offers fantastic response times that make it a joy to use and ensure you should never have to worry about missing that special shot again.
Improved Wireless Image Transfer Function The F900EXR's new wireless feature lets you transfer photos and movies*3 from the camera to smartphones, tablets and computers and then upload high-quality images to social networking sites like Facebook and Twitter in seconds.
To connect the F900EXR to a smartphone or tablet, users can download the free dedicated "FUJIFILM Camera Application" to their iPhone[TM] / iPad[TM] or Android[TM] smartphone or tablet device to transfer up to 30 pictures at a time from the F900EXR. The app also lets you download movies*3, expanding the range of options available for enjoying pictures taken with the camera.
With its Wi-Fi capability, the F900EXR allows users to back up photos on their home computer. Users simply install the free "FUJIFILM PC AutoSave" software onto their computer and select which folder they want the photos to back up to, and then by linking a Wi-Fi Router and the F900EXR, the camera will backup photos to the home computer.
Pictures stored on the F900EXR can be viewed and selected for download on large smartphone or tablet screens for a smooth viewing experience. No wireless LAN access point or complicated ID or password entry is required, and once pictures have been downloaded to the smartphone, it is simple to upload them to social networking sites.
Sharp, Clear 20x Lens The FinePix F900EXR camera uses the FUJINON 20x Super wide-angle optical zoom lens to produces crisp high resolution results throughout the focal range, from 25mm wide-angle to 500mm telephoto, along with a Macro Mode that allow sharp focusing down to 1.9" delivering the most brilliant detail possible.
Clear, Beautiful Display and Easy Controls for Enhanced Shooting Control The FinePix F900EXR has a bright, premium 3.0", 920K-dot LCD monitor with a Monitor Sunlight mode for enhanced viewing in bright sunlight and at wider viewing angels. The F900EXR also lets users assign frequently-used options to the new "E-fn" or extended function button for enhanced ease of use.
Full HD Video with Impressive Speed The F900EXR uses its EXR-CMOS II sensor to shoot video full HD at a smooth 60 frames per second with improved Phase Detection AF with superior color reproduction. Movie recording can be started with a single press of the dedicated "Movie Recording Button" and records high-quality sound using the built-in stereo microphone.
The Intelligent Hybrid AF system is active during movie recording for fast, precise focus. The camera also offers a Scene Recognition for movie recording feature that automatically adjusts camera settings for landscapes, close-ups, night landscapes, portraits, backlit portraits, and night portraits for high-quality, hassle-free results with a variety of subjects.
